What "founder/operator-controlled" means

Every wallet under direct or indirect operator control counts toward the 1.5% cap, regardless of label or origin.

Founder personal wallet (any address with the founder's signature key).
Deployer wallet, if it ends up holding tokens.
Fee recipient wallet, if it accumulates tokens beyond fee economics.
Any wallet the founder/operator can move tokens from without third-party consent.

What is forbidden

Lock policy
